Designing a funding allocation system for disabled people.

To innovatively respond to changing expectations in the disability sector for streamlined access, delivery and monitoring of budgeting services. Our task was to enable a shift towards a model of self-directed support that would increase the choice and control disabled people and their families experience in their personal budgeting decisions.
To deliver this work we drew on our extensive experience in the disability sector, technical analysis and financial expertise, as well as our system design and continuous improvement skills. From here, we developed an accessible and transparent supported self-assessment funding allocation system as part of the New Models of Working and Enabling Good Lives programmes in Christchurch and Waikato.
Over a five-year period, we also developed population-based analytics, working closely with assessment organisations, service providers, and disabled people, their families and carers to determine and align preferences for budgeting decisions. To date, the system has been used by over 900 people and is the default assessment for all new disabled clients in the Bay of Plenty region.
